Umar bin Abdul Aziz announced in public one day: “Whosoever has been wronged should raise his issue.” A Dhimmi )a non-Muslim citizen living under Islamic sovereignty) from Homs stood and said, “O Commander of the Faithful, I ask you the Book of Allah.” He said, “What is that?” The Dhimmi said, “Prince Abbas ibn Al-Walid Ibn Abdel Malik usurped my land.” Umar said to Abbas, who was seated, “Abbas, what do you say?” He answered, “Yes, I was given it by al-Waleed, and he wrote me a certificate.” Umar said, “What say you, O Dhimmi?” He said, “O Commander of the Faithful I ask the Book of Allah.” Umar said, “Yes, the book of Allah is more deserving of being followed than the book of al-Waleed, stand [he said to Abbas] and return his estate to him, and it was returned.” (Al-Bidaya wa Al-Nihaya by Ibn Katheer Vol. 9)
