Sheikh al-Bashir al-Ibrahimi said in the explanation of the verse: Permission [to fight] has been given to those who are being fought, because they were wronged. And indeed, Allah is competent to give them victory. [They are] those who have been evicted from their homes without right – only because they say, “Our Lord is Allah.” (Hajj 39-40). In the verse: (Permission [to fight]) and (because they were wronged) and (those who have been evicted from their homes without right) are the conditions for war in Islam at all times. War in Islam is authorized only when all the requirements have been met. It is an act that seeks to reduce evils and guide souls to moderation. If Islam, which is the last of the heavenly religions, is a general reform of the human condition, the provisions of fighting will reform and rationalize the natural issue of war.
